COVID-19 Guidance

This morning I had a conference call with all the Mayor’s in St Charles County and officials from
St Charles County. Our County Executive has put into place numerous Executive Orders which need to be followed.

Our concerns are all the same as the COVID-19 ramps up in our County.
It is of upmost importance that we as residents of St Paul follow the orders of our leaders as we progress through these trying times:

  • Shelter in place if it is at all possible
  • Maintain social distancing of at least 6 ft unless with immediate family
  • Wash your hands often especially after handling items brought in the home from the outside
  • Watch out for the elderly and most vulnerable during this time.

It is very easy to shrug this off and go on with our lives as normal, but this is very serious to
many and we must be aware of our travel, who we come in contact with, and how we interact
with each other.

I have had the privilege of being your a Mayor a second time since 2011. I served prior from 1991 to 1999 before taking some time away for family.

For those newer to the City, I was born and raised here and have lived in St. Paul for 51 of my 61 years of life. I have a beautiful, supportive wife and two grown children who have given me four grandchildren. My wife Julie is retired Air Force after 27 years of service and now works for the State of Missouri. My kids are both educators. My grand-kids make me smile all the time!

I am thankful for your support and look forward to serving you both now and in the future.

Frequently Asked Questions

Does the City have a real estate or personal property tax?
The City has a real estate tax that is collected by St Charles County at a base rate of 25 cents. The City collects no personal property tax.
Does the City provide any services or utilities?

Electric service in the City is provided by Ameren and Cuivre River Electric;

Land line phone service is provided by Century Tel;

Gas is provided by local propane companies and Spire is bringing natural gas to the City;

Water is supplied by private deep wells and the City owns a water system that services Riverdale Subdivision.;

Sewer is supplied by private septic systems, however Riverdale Subdivision is serviced by Duckett Creek;

Waste hauling is provided City Wide through a contract with Grace Hauling.

Does the City have a business permit?

At this time the City does not collect a business permit, but before a business can operate the property must be zoned to allow for that type of business use. For questions concerning allowed business uses contact John Choinka at 636.541.6636.

How do I go about getting a building permit or who can I contact if I have questions?
Building permits are handled by the City Engineer, John Choinka. John can be reached at 636.541.6636. For more info, head to the Resources page.
When does the Board of Aldermen meet and how often do they meet?

Board of Aldermen meetings are held once a month at City Hall starting at 7:00pm on the third Tuesday of each month.

When are Municipal Elections held in the City and what are the terms of office?

Municipal elections are held on the first Tuesday following the first Monday of April in each year. One alderperson from each ward is elected each year for a two year term. The Mayor is elected every four years.
